		<description>How about a law against barking dogs, during the day? Or disrespectful, out-of-control, unsupervised children who run around the street at all hours of the day and night? Oh, how about their parents, who talk and shout loudly while drinking copious amounts of beer on the lawn, the street, their cars (which are often blaring loud, thumping &quot;music&quot;), again, at all hours of the night? What about the so-called &quot;boomcar&quot; ordinance? I&#039;m sorry, trash pickup occurs in most neighborhoods twice a week. For three minutes, you are indeed confronted by noise. But after that, nada. A dozen or more children making a racket for hours on end, especially during the summer, now that&#039;s a nuisance. And that doesn&#039;t even include the periods when the &quot;adults&#039; emerge from the house, bringing the beer and the party outside. Trash and beer cans all over the street are the result the next morning. I swear, it feels sometimes that these idiots are trying to drive out my other (good) neighbors and my wife and I. How does one legislate against a bunch of obnoxious, uncouthe, ignorant, disrespectful jerks?</description>

My window is nowhere near a dumpster, but I realize that if people can&#039;t get regular sleep they are going to move out, and others will not move in.  This issue DIRECTLY affects the health of the downtown residential market, and thus downtown in general.
